Role Summary

Ophir Ventures LLC is seeking a persistent, organized, and professional Subcontractor Sourcing & Procurement Specialist to identify qualified service providers, conduct high-volume telephone outreach, send quote packages, and follow up until usable subcontractor quotes are received.

The primary measure of success is simple:
Obtain qualified written quotes before the assigned internal deadline.

Performance-Based Compensation
Payment is earned only for qualified written quotes received by Ophir before the assigned internal deadline.

Deadline Rule
A quote received after the assigned internal deadline does not count for performance compensation, even if the provider eventually submits it. Ophir will provide sufficient working time when assigning opportunities. The specialist is therefore responsible for managing outreach and follow-up early enough to obtain the quotes on time.
This is important because Ophir needs time after receiving subcontractor pricing to evaluate quotes, resolve issues, calculate prime pricing, and prepare the Government proposal.

What Counts as a Qualified Quote?

For payment purposes, a quote must meet all of the following:
Real provider- The company actually performs the required service.
Reasonably qualified- Based on the requirements provided by Ophir, the company appears capable of performing the work.
Written quote. Pricing must be received in an approved written form, such as email, PDF, company estimate, or completed Ophir quote form.
Usable pricing- The quote contains enough information for Ophir to determine the expected subcontract cost.
Received on time -The complete quote must reach Ophir before the assigned internal deadline. A verbal price, promise to send a quote, incomplete response, quote from an obviously unqualified provider, or late quote does not qualify for payment.

This is a telephone-heavy position. The ideal candidate is comfortable calling U.S. businesses throughout the day, reaching owners and estimators, explaining opportunities concisely, following up repeatedly, and keeping multiple quote requests moving simultaneously.


Primary Responsibilities
The specialist will:

Call prospective subcontractors and service providers.
Reach the correct decision-maker, estimator, owner, or commercial-sales contact.
Explain opportunities clearly and concisely.
Determine whether providers perform the required type of work.
Send Ophir-provided scope briefings and quote-request forms.
Follow up aggressively but professionally.
Track promised quote dates.
Contact providers again when promised quotes are late.
Locate additional providers when initial prospects decline or fail to respond.
Maintain accurate notes on every provider contacted.
Escalate technical or contractual questions to Ophir rather than guessing.
Obtain a minimum of 2 qualified quotes per assigned opportunity, with up to 4 paid quotes per opportunity.
Ensure quotes are received before the internal deadline assigned by Ophir.

Required Communication Skills

This position requires substantial telephone work.

Candidates must have:

Fluent spoken English
A clear, natural-sounding American English accent or equivalent native-level U.S. business-phone fluency
Excellent telephone presence
Ability to communicate naturally rather than sounding like they are reading a script
Confidence speaking with owners, managers, estimators, and salespeople
Ability to get through receptionists and gatekeepers
Strong listening skills
Concise communication
Professional email writing skills
The specialist should sound like a professional business representative—not a telemarketer.

Required Technology
Because this is remote and deadline-sensitive, candidates must have:
Stable high-speed internet connection
Reliable computer
Quiet professional calling environment
Reliable email access
Ability to open and send PDFs
Basic spreadsheet or CRM skills
Ability to conduct basic web/company research
Ability to keep organized digital records

Frequent internet outages, poor call quality, background noise, or unreliable telephone service are not compatible with the position.


Most Important Personal Skills

Persistence: The specialist must be comfortable following up until the vendor

Deadline Management: This may be the most important skill after telephone communication.
A provider saying: “I'll have that to you Thursday.” means the specialist needs to remember to follow up before Thursday becomes Friday. They must work backward from Ophir's internal deadline.

Pipeline Management:
The specialist may simultaneously manage several opportunities and dozens of providers using our CRM. Every prospect should have a status such as: Not Called → Called → Contact Made → Interested → Package Sent → Follow-Up Scheduled → Quote Promised → Quote Received → Declined / Closed

Ability to Get to the Decision-Maker:
The goal isn't to spend ten minutes explaining the opportunity to reception. A strong specialist naturally asks:
“Who handles your commercial accounts or outside contract opportunities?”

Commercial Judgment:
They should be able to recognize the difference between a company that actually performs the work and:
Lead-generation companies, Brokers, Referral services, Companies offering adjacent but irrelevant services
They do not make the final compliance decision. They simply need enough judgment to avoid wasting time.

Follow-Up Discipline:
The employee should understand that finding interested providers is not the objective. Getting the quote is.
A provider saying “yes, we're interested” has produced zero value until pricing arrives.
