Position Summary
The Payroll Specialist is responsible for the accurate preparation, submission, and maintenance of certified payroll reports in compliance with federal, state, and local prevailing wage regulations. This role has a strong emphasis on certified payroll processing and requires regular use of Elations and LCPtracker. The Payroll Specialist works closely with project management, accounting, and compliance teams to ensure timely and compliant payroll reporting for public works and government-funded projects.
Key Responsibilities
Prepare, review, and submit weekly certified payroll reports in compliance with Davis-Bacon Act, state prevailing wage laws, and project-specific requirements.
Maintain certified payroll records within Elations and LCPtracker, ensuring accuracy, completeness, and timeliness.
Verify employee classifications, wage rates, fringe benefits, deductions, and hours worked to ensure compliance with prevailing wage determinations.
Coordinate with project managers and field personnel to collect and validate payroll data.
Respond to requests from general contractors, owners, auditors, and government agencies regarding payroll compliance.
Maintain organized payroll documentation and supporting records for audits and compliance reviews.
Assist with standard payroll processing as needed, including payroll corrections, adjustments, and employee inquiries.
Required Skills and Qualifications
Proven experience preparing and submitting certified payroll reports.
Hands-on experience with Elations and LCPtracker is required.
Strong knowledge of prevailing wage laws, including Davis-Bacon and applicable state regulations.
High attention to detail with strong organizational and documentation skills.
Ability to meet strict deadlines in a fast-paced, compliance-driven environment.
Proficiency with payroll systems.
Strong written and verbal communication skills.
