Position Overview
The Commercial & Government Contracts Specialist will lead proposal writing and document preparation for client bids and occasionally for RLW Consulting’s own RFP submissions. This role requires excellent English, a strong understanding of RFP structures, and the ability to manage multiple proposals simultaneously. Candidates must be familiar with U.S. federal, state, and local government contracting, including frameworks such as FAR and DFARS, and platforms like Ariba,
Key Responsibilities
Write, edit, and submit RFP responses, statements of qualifications, and cover letters for both clients and RLW Consulting’s internal bids.
Interpret solicitation requirements; ensure compliance with FAR/DFARS standards; research opportunities via Ariba,
Manage your own proposal schedules, set milestones, track deadlines, and coordinate across project participants to ensure timely submissions.
Build and maintain reusable proposal content, templates, and libraries for client and internal use.
Assist in preparing cost proposals and ensure all attachments meet formatting and compliance requirements.
Create and format PowerPoint decks, resumes, and other supporting proposal materials.
Log opportunities, proposals, and deliverables in Bitrix24 and maintain accurate records of outcomes.
Support
Maintain accurate records of solicitations, deadlines, and deliverables.
Use AI tools for formatting, data collection, or structure only; final work must be written and edited independently. Research should be collected through multiple sources, including AI, and reviewed and analyzed by a human.
Qualifications
Bachelor’s degree in English, Public Administration, Business, or related field.
Minimum 3 years of experience in U.S. government or commercial proposal writing.
Strong knowledge of FAR, DFARS, and related procurement standards.
Familiarity with Ariba, GovWin,
Proven ability to self-manage projects, scheduling tasks, tracking milestones, and following up with contributors.
Experience building or managing proposal content libraries and templates.
Strong proficiency in Microsoft Excel, PowerPoint, Word, and Bitrix24 (or similar CRM).
Excellent English writing and editing skills with exceptional attention to detail.
APMP certification (Foundation or higher) strongly preferred.
