Engagement Type: Independent Contractor | Remote
We are seeking an experienced, highly organized, and resourceful independent contractor to provide Business Development & Proposal Coordination services. This engagement will focus heavily on identifying bid and contracting opportunities, preparing and submitting proposals, researching industry opportunities, generating prospective client leads, and maintaining our sales pipeline and CRM. The contractor must maintain substantial availability during our operational hours to support time-sensitive solicitations, communications, meetings, and submission deadlines, while independently managing the manner and method used to complete assigned deliverables.
Key Responsibilities
Monitor approximately 20–25 procurement, bid, and solicitation platforms for relevant RFPs, RFQs, IFBs, subcontracting opportunities, and other solicitations.
Conduct additional research to identify opportunities that may not appear on our standard bid platforms, including prime contractor and subcontracting opportunities.
Review solicitations to determine basic eligibility, scope, deadlines, requirements, and potential fit.
Maintain a centralized bid and opportunity tracker, including due dates, pre-bid meetings, questions deadlines, addenda, submission requirements, and status.
Prepare and complete RFP/RFQ/bid responses, including assembling company information, qualifications, certifications, forms, resumes, project experience, and supporting documentation.
Manage bid and proposal deadlines from preparation through final submission, ensuring all bids are accurate, complete, and submitted on time. Timely bid preparation and submission is a critical responsibility of this position.
Research upcoming industry conferences, conventions, seminars, networking events, procurement events, outreach events, and other business-development opportunities relevant to the company's markets and services.
Identify potential clients, prime contractors, subcontractors, developers, agencies, and strategic partners for business-development outreach.
Conduct lead generation and prospect research.
Maintain the company's CRM and sales pipeline, documenting prospects, contacts, outreach, follow-ups, opportunities, next steps, and outcomes.
Manage follow-up schedules so prospective clients and opportunities do not fall through the cracks.
Respond to inbound sales leads and inquiries and route opportunities appropriately.
Assist with outbound
Maintain organized records of proposals, solicitations, leads, contacts, and business-development activities.
Provide regular reports and deliverables on active bids, upcoming opportunities, leads, proposal status, and sales-pipeline activity.
Qualifications
Strong online research and analytical skills.
Excellent organizational skills and attention to detail.
Strong command of the English language, including written and verbal communication.
Ability to manage numerous deadlines and opportunities simultaneously.
Must have experience with RFPs, RFQs, procurement, proposal coordination, business development, lead generation, or sales support.
Must have experience using CRM and sales pipeline management systems.
Comfortable researching government agencies, contractors, construction companies, and procurement websites.
Must have advanced-level Microsoft Excel skills.
Must be able to perform services independently and proactively identify and complete required deliverables rather than waiting for day-to-day direction.
Must be self-starting, self-motivated, and capable of independently determining the manner and method used to complete the work and achieve required results while using required company systems, CRM platforms, bid templates, Excel tracking sheets, and other designated tools and documentation.
Must be punctual, dependable, and highly deadline-driven for agreed meetings, communications, and submission requirements. The ability to prepare and submit bids within required timeframes is essential.
Must maintain substantial availability during the company's operational hours when necessary for bid deadlines, scheduled meetings, client or agency communications, and other time-sensitive deliverables.
Must demonstrate a high level of discretion and the ability to maintain strict confidentiality regarding company, client, proposal, and business-development information.
Must be willing to enter into an Independent Contractor Agreement and sign a Non-Disclosure Agreement (NDA) as a condition of engagement.
Engagement is subject to completion of a background check and any required authorization for the processing of personal information.

This position requires someone who is proactive, persistent, organized, research-oriented, and deadline-driven. We are looking for someone who actively searches for the next opportunity and makes sure potential business is followed through from identification to submission or sales follow-up.
