We are seeking an experienced Bid Writer with a proven track record of managing and writing successful tender responses for both UK and US public and private sector opportunities. The successful candidate will be responsible for leading the entire bid lifecycle, from opportunity identification and qualification through to submission, clarification, negotiation, and contract award.
The role requires exceptional writing, project management, and stakeholder engagement skills, with the ability to produce compelling, compliant, and high-scoring tender submissions.
Key Responsibilities
Tender Management
* Manage the full tender process from opportunity identification to contract award.
* Review tender documentation, specifications, RFQs, RFPs, ITTs, PQQs, SQs, and framework agreements.
* Conduct bid/no-bid assessments and provide recommendations to senior management.
* Develop bid strategies and win themes aligned with client requirements.
* Coordinate bid activities and submission timelines.
Bid Writing & Content Development
* Produce high-quality, persuasive, and compliant tender responses.
* Write and edit technical, operational, quality, social value, safeguarding, and management responses.
* Tailor responses to UK government procurement requirements and US federal/state procurement processes.
* Maintain and develop bid libraries, case studies, and supporting evidence documents.
* Ensure all responses align with evaluation criteria and scoring methodologies.
Stakeholder Management
* Work closely with subject matter experts, operational teams, finance departments, and senior leadership.
* Gather technical information and transform it into clear, compelling tender content.
* Facilitate bid meetings and manage contributor deadlines.
Compliance & Submission
* Ensure all submissions meet procurement regulations and client requirements.
* Manage online procurement portals and tender systems.
* Complete supporting documentation, pricing schedules, declarations, and compliance requirements.
* Coordinate tender clarifications and post-submission communications.
Continuous Improvement
* Conduct bid reviews and lessons learned exercises.
* Analyse feedback from unsuccessful and successful bids.
* Improve bid processes, templates, and content repositories.
Essential Skills & Experience
* Minimum 3+ years’ experience as a Bid Writer, Proposal Writer, or Tender Manager.
* Demonstrable experience writing successful UK and US tender responses.
* Experience managing tenders from initial opportunity through to award.
* Strong understanding of public sector procurement processes.
* Experience with:
* Invitation to Tender (ITT)
* Request for Proposal (RFP)
* Request for Quotation (RFQ)
* Selection Questionnaires (SQ)
* Dynamic Purchasing Systems (DPS)
* Framework Agreements
* Federal, State, and Local Government Procurement
* Excellent written English and proofreading skills.
* Strong project management and organisational abilities.
* Ability to work under pressure and manage multiple deadlines.
* Advanced Microsoft Office skills.
Desirable Experience
* APMP Certification.
* Experience within Education, Healthcare, Recruitment, Social Care, Construction, Facilities Management, or Professional Services sectors.
* Knowledge of UK Procurement Act requirements and US government procurement procedures.

They will be highly organised, commercially aware, and capable of managing the complete bid lifecycle independently. The successful applicant will demonstrate excellent attention to detail, strategic thinking, and the ability to produce persuasive responses that maximise tender scores and increase contract win rates.
