Position Summary
The Director of Pursuits & Business Development Operations owns the end-to-end pursuit lifecycle and BD infrastructure. This role is accountable for identifying opportunities, driving capture strategy, enforcing proposal timelines, and ensuring on-time, compliant submissions.
This person builds and manages the systems (CRM, databases, capture tracking) that ensure disciplined follow-up, visibility into pipeline, and consistent execution across multiple concurrent pursuits.

Core Responsibilities
1. Pursuit Leadership & Execution
Own full lifecycle of pursuits: identification ? qualification ? capture ? proposal ? submission
Build and manage a rolling pipeline of opportunities aligned with company strategy
Enforce proposal timelines (e.g., 3-2-1 workflow) and ensure zero late submissions
Coordinate internal teams and external partners to deliver complete, compliant proposals
Track deliverables, dependencies, and deadlines across all active pursuits
Lead go/no-go decisions with structured criteria

2. Capture & Opportunity Development
Identify and research new business opportunities (public sector, primes, partners)
Develop and maintain a capture system for tracking opportunities from early stage to award
Build pursuit strategies including teaming, positioning, and win themes
Identify key decision-makers and stakeholders for each opportunity
Coordinate outreach and relationship-building efforts
3. Business Development Operations
Own and manage CRM system (data integrity, pipeline tracking, reporting)
Ensure timely follow-up on all leads, contacts, and partner communications
Develop and maintain contact database (primes, agencies, partners)
Standardize BD workflows and reporting cadence
Produce weekly pipeline and pursuit status reports
4. Data & Systems Management
Design, build, and maintain databases for:
Opportunities/pipeline
Contacts and partners
Proposal tracking and performance
Ensure accuracy, completeness, and usability of all data systems
Create dashboards and reporting tools to drive decision-making
Implement process improvements to increase efficiency and reduce risk
5. Communication & Coordination
Serve as central coordination point across leadership, technical teams, and partners
Lead internal pursuit meetings and track action items
Ensure clear, timely communication of deadlines, risks, and status
Support external communication with partners and clients as needed
Required Qualifications
5–10+ years in proposals, business development, or capture management (public sector preferred)
Proven track record managing multiple concurrent pursuits with strict deadlines
Demonstrated experience with CRM systems (e.g., Zoho, Salesforce, HubSpot)
Strong database management and data organization capability
Excellent written and verbal communication skills
High attention to detail with strong follow-through
Ability to operate independently with full ownership and accountability
Preferred Qualifications
* Experience in transportation, infrastructure, or public agency consulting
* Familiarity with RFP/RFQ processes and compliance requirements
* Experience managing subcontractors and teaming partners
* Exposure to FAR, DBE/SBE programs, or government contracting
