The Operations Manager will be responsible for setting up, streamlining, and overseeing daily operations of a fast-growing recruitment and staffing company that specializes in deploying Filipino caregivers to the United States. This role ensures that business processes are efficient, compliant with both Philippine and US labor/export laws, and aligned with company growth objectives.
The ideal candidate is detail-oriented, process-driven, and thrives in a startup environment where they’ll wear multiple hats—operations, compliance, people management, and client relations.
Key Responsibilities
1. Operations & Process Management
-Build and manage end-to-end recruitment workflows, from candidate sourcing to deployment.
-Develop and enforce SOPs (standard operating procedures) for recruitment, documentation, visa processing, and onboarding.
-Track KPIs (time-to-fill, deployment success rate, client satisfaction) and optimize processes for efficiency.
-Implement systems/tools (ATS, CRM, scheduling, reporting dashboards) to streamline operations.
2. Compliance & Documentation
-Ensure compliance with Philippine Overseas Employment Administration (POEA)/DMW regulations, US immigration and labor laws, and company policies.
-Oversee visa, licensing, credentialing, and medical clearance requirements for caregiver deployment.
-Manage contracts, agreements, and legal documentation between caregivers, the company, and US employers.
3. Team & Vendor Management
-Supervise recruiters, administrative staff, and support teams.
-Coordinate with partner agencies, training centers, and legal/immigration consultants.
-Build strong relationships with US-based healthcare facilities and caregiver clients.
4. Financial & Business Operations
-Work with leadership on budgeting, forecasting, and cost control.
-Monitor payroll, billing, and invoicing cycles related to caregiver placements.
-Identify opportunities to improve margins and scale operations sustainably.
5. Client & Candidate Experience
-Maintain excellent communication with caregivers throughout the recruitment journey.
-Ensure smooth onboarding and transition for caregivers once deployed to the US.
-Provide timely updates and reporting to US employer clients.
Job Requirements
Education & Experience
-Bachelor’s degree in Business Administration, Management, Human Resources, or related field.
-At least 5+ years of experience in operations, HR, recruitment, or staffing, preferably in healthcare or overseas placement.
-Experience with international recruitment and deployment, specifically US caregiver/healthcare staffing, is a strong advantage.
Skills & Competencies
-Strong knowledge of Philippine labor laws, POEA/DMW regulations, and US caregiver visa/immigration processes.
-Excellent project management and organizational skills.
-Strong leadership with the ability to manage and motivate teams.
-High proficiency in MS Office/Google Workspace; familiarity with recruitment/ATS systems is a plus.
-Strong analytical and problem-solving skills.
-Excellent communication skills in English and Filipino (verbal and written).
